Part I-Education:
If I was president, Education would be reformed. The United States government would support our Nations Education system with more money so our student's would get the education they deserve. If I was president, I would CAncel out the "No child left behind" program and replace it with the "Compassionate and Realistic Education" program or C.A.R.E. The C.A.R.E. program would have the following foundations: 

1. Educators

A. All Educators would have background checks in all didstricts. 
B. All Educators would be given a pay increase that would include today's cost plus 20%.
C. All Educators would be requried to retrain on an annual basis. Merit increases would be based on this as well as cost of living increases.
D. All Schools would be required to have para-educators to assist with student's needs.

2. Students

A. All Students would be assessed on thier skills for placement into classes. This would be done a week before school would start. Students would be placed in classes with similar learning capabilities
B. Tests like Wasl would be Deleted.
C. Classes would have a student to teacher ratio of no more than 25 students per teacher.

3. Facilities

A. All school buildings would be required to be up to code. 
B. Text Books would not be allowed to be older than 5 years.
C. All Schools would have a computer lab and Library that are seperate from other classrooms.

4. District

A. Districts would not be allowed to cut classes or extra curricular activities due to budget cuts.
B. Schools would be required to provide transportation to all students. School districts must provide transportation in dangerous or unsafe areas and the following distances:

Elementary- 1/4 of a mile from school
Middle School/Jr. High 1/2 Mile from School
High Schol-1 Mile from school.

Part II-Same Sex Marriage
This would be the first act I would end in office. I would change the laws of the United STates of America to read that Marriage is between two consenting adults. 

Part III-Foreign Policy and the Nation's Defence
I would signifigantly reduce America's presence in the Middle East. We have no business being there. We can get oil from other resources. Our troops would be called back from Iraq and Afgansistan. Aid would be given to both of these countries as a good will gesture. America's stance would be more Neutral. OUr troop's efforts would not be wasted. They would be placed in America to guard us against terror here where we are. 

Part IV-Laws of the United States would greatly be redefined. Violent Crimes would automatically get Jail time. Non Violent Crimes would be punishable by restitution at twice the amount of the fine or by rehab depending on the crime. Here's how this would work:

Non Violoent Crimes:

A. Non Violent Crimes that would be fined with restitution at twice the amount are: White collar Business crimes, Theft Value of the property, Robbery that does not result in violence, Traffic Violations and others not mentioned here.

B. Non Violtent Crimes that would require Rehabilitation are: Non Violent Sex crimes, Drug and alcohol Related Crimes

Violent Crimes:

A. Violent Crimes would be determined as a crime that causes harm or violence to others or other's property. They would be punishable by Jail time. This would include crimes of Rape and attempted Murder.

Crimes that result in Death:

A. Those convicted of Murder would be given an automatic Death sentance. As a precaution, Three DNA tests would be required prior to the murder conviction to prove the murderer committed the crime. 

Midemeanor Crimes:

No changes would be made to the Nation's laws on Midemeanor crimes.

Current Laws that would be Abolished:

A. Marijuana would be made legal and Taxed
B. Prostitution would be made legal and Taxed
C. Foreign Gambling over the internet would be legal.

A. Homelessness-
This is a sticky subject but states must provide more opportunities for the homeless to help themselves and assist those that do not want to help themselves. Those who abuse the system will be punished. Those who try to make an effort should be assisted by the state in doing it. I have no concrete answers on how to do this at this time but would put a cabinet together to work on ways to reduce the nation's homeless problem.

B. Health and well being-
Our nation should have A1 Quality Healthcare. Hospitals and medical centers would be required to perform background checks on all staff. Staff would be required to have the proper credentials. Our nation would provide healthcare to all the people regardless of income situation. All people would be able to purchase drugs from other countries. If we can't provide drugs at a lower cost then our citizens deserve to get it where they can.

C. Child Protective Services-
Child care agencies would be Overhauled. Background checks would be performed on all case workers. All Foster families and caregivers would also be required to have back ground checks and Child protective Services would be held accountable for all issues and children who fall through the cracks.
 

Part VII-The Bottom line-Taxes, Tolls, and Fees
These are some very expensive proposals and I won't mince words that increases need to come from somewhere. Here's my proposal of where.

A. Taxes-
I would propose an overhaul of our nations tax system at all levals. I would have a committe in charge of developing this.

B. Tolls and Fees-
All of our nations interstate Highway systems would be tolled. This would be collected at the freeway on ramps. Fees would go toward the highway system, reducing pollution and other costs

C. Sin Taxes-
Cigarrettes, Liquor, Prostitution, and Marijuana would be all taxed and proceeds would go towards healthcare and drug and alcohol prevention.
